Nobody in the league has signed Bahk yet. Either his knee is shot and he can't play or he wants a ton of money. In either case he won't be with the Packers.

To be an average or above kicker you have to be above 85%
(85% is below average).
Carlson made 82.2% in training camp,
but he was better at the end than in the beginning.
If (a big if) he can keep kicking like he did at the end,
he may already be closer to 85% than you think.
Kickers are coming off of the offseason.
It takes a while to shake off the rust.
Most kickers are probably better at the end than the beginning,
and most are probably better during the season than camp.
