I wouldn't want the NFL to develop a draft lottery. Yes, it may prevent teams tanking for a player which I don't believe happens all that much. However, with the NHL and NBA, many fans believe that the lottery is rigged. So you remove a potential problem to create another. The NFL is big business. Having a generational talent draft pick miraculously end up via the lottery to the right team businesswise is all some fans who believe that the refs are instructed to favor certain teams, to buy in that the lottery is rigged as well.
