How Many Receivers Will Green Bay Roster to Start 2025?

How many wide receivers break camp is always a hot topic among the fan base. Who are the favorites this year?

It seems like this question is always a favorite among the fan base each training camp, so I wanted to take an early look at it as OTAs get started this week. It’s one of the most interesting roster battles, in my opinion, as the summer program gets underway.

The top of the Packers’ wide receiver depth chart is essentially locked in from spots 1 through 5 with (in no particular order) Jayden Reed, Dontayvion Wicks, and Romeo Doubs returning from the 2024 group. Of course, Green Bay spent a first-round pick—for the first time in 20 years—on a wide receiver and brought in Matthew Golden to join the aforementioned trio. Third-round pick and Swiss Army knife Savion Williams rounds out the fifth spot, leaving the Packers with a young and promising core.

Will they run with just those five to start, or will they carry an extra one or two, as they’ve done in recent seasons?

The rest of the wide receiver depth chart includes 2024 holdovers Bo Melton and Malik Heath. Both spent the entirety of the 2024 NFL season on the Packers’ active roster. Melton finished the season with just eight receptions on 17 targets for 91 yards after being active for all 17 games for the first time in his career. He added one reception for three yards in the playoff loss to the Eagles after being pressed into action once Reed and Doubs left with injuries. While it wasn’t the most impressive season, Melton is (probably) the best insurance option for Reed as a true slot receiver and offers value on special teams as a returner. He also had a strong stretch at the end of the 2023 season after being promoted to the active roster, though that feels like forever ago now.

Heath is a favorite of head coach Matt LaFleur, who loves physical receivers that play aggressively and block with intensity. LaFleur has consistently praised Heath’s physicality, particularly his ability to win at the point of attack as both a route runner and blocker. Heath finished 2024 with 10 receptions on 13 targets for 97 yards and two touchdowns in 13 games. He was targeted four times in the playoff loss but didn’t record a catch. Notably, Heath was a healthy scratch four times last season, with the team often opting to keep Melton active instead. Heath also contributes on special teams as a blocker on punt coverage. If he’s going to make the team again in 2025 and contribute throughout the season, his role will likely mirror what it was in 2024.

Free-agent acquisition Mecole Hardman is arguably the most intriguing name in this conversation. The 27-year-old former Chief—and short-time Jet—has made his name as a return specialist, both on kickoffs and punts. That likely appealed most to Green Bay when they signed him this past March. With Keisean Nixon stating he isn’t interested in returning kicks anymore, and Jayden Reed’s offensive role too important to risk on returns, Hardman could step in as the starter in both roles. His 1,892 career return yards and two touchdowns would make him the best return option on the current roster outside of Nixon.

The issue for Hardman is his fit within the offense. He’s primarily been used as a deep threat in his career—exactly the role the Packers drafted Matthew Golden to fill with his 4.29 speed. Also, Christian Watson is expected to return in the second half of the season, and the team likely doesn’t need three deep threats. A more diverse skill set may be a better use of a roster spot. While Hardman does have 178 career receptions, 2,302 receiving yards, and 16 touchdowns, he’s now four years removed from his best season. In 2021, he posted 59 receptions for 693 yards with the Chiefs. Over the next three seasons combined, he totaled just 52 receptions for 511 yards—despite having Patrick Mahomes throwing to him in an offense often desperate for a receiver not named Travis Kelce to step up.

Other receivers currently on the team include Cornelius Johnson, Julian Hicks, and Jadon Janke. Hicks spent all of last season on the Packers’ practice squad and re-signed on a reserve/future deal to take another shot at the roster in 2025. Johnson, originally drafted by the Chargers, joined Green Bay via the practice squad last September. Janke signed with the team a few weeks ago after spending last year on the Texans and Dolphins practice squads. None of the three stand a real chance of breaking camp with the Packers and are likely competing for a single practice squad spot. The best guess is whoever performs best on special teams will get the nod.

This brings us back to Melton vs. Heath vs. Hardman. My end-of-May prediction, as things stand, is that Hardman makes the team out of training camp as the return specialist and occasional deep threat, with the added wrinkle of occasionally lining up in the backfield—a fun gadget for Matt LaFleur to play with. At 27, Hardman is still young enough that if he has a solid season and builds chemistry with Jordan Love, he could be back next year—especially with the possibility of losing Doubs, Watson, or both in 2026.

At that point, Brian Gutekunst may release both Melton and Heath, hoping they clear waivers, then decide who to bring back on the practice squad. For a change of pace, I’d guess Heath gets that spot, but it will come down to training camp and preseason performance.

That would leave the answer to the original question: Green Bay rosters six wide receivers to start the 2025 season—Reed, Wicks, Doubs, Golden, Williams, and Hardman.

At least to start. Once Christian Watson returns, another decision will have to be made—but that’s a conversation for another day.

After signing another WR today, I’ll say 17.

How many they keep will be telling as to what kind of offense we will se this year. If MLF "finally" uses the TE's and the RB's in the passing game and keeps pounding the ball in the running game, rostering 5 will be plenty. If this ends up being the case, we can assume, at least a fair amount, that MLF will be changing this offense a little bit, especially with two rookies out of those 5 on the team. Time will tell. Right now we are in the NFL abyss until the pads go on in full training camp.

IF, and a big IF, Matt utilizes his RBs (Lloyd, Wilson, Brooks too!) and...in the name of all that is obvious...targets the TE position more...5 would be enough.

The expanded PS roster would allow this too.

I do like Heath. A fundamentally solid NFL WR. Does everything well above average. He just is not an elite talent.

We pretty much always keep 6 on the 53, and at least 5 active each game.

Doubs, Reed, Wicks, Golden, Williams are all mortal locks to be active when they're healthy. I think all the other WRs are fighting for one spot on the 53, or maybe a spot on the practice squad.

@crayz,,,, Look at what we've done on the offense since the end of the season.

We replaced one starter and added two to the offensive line. The guys we added, Belton and Banks, are not what you'd describe as "cerebral pass blockers with technique". They're more like "maulers". They're big and like to punish you.. You don't draft a guy like Belton, who likes to grind his opponent into the ground, and then have him be a finesse blocker.

The FA, Banks, is 330 lbs. He's massive, and a real good run blocker.

At RB, we have one of the best RBs in Packers history, with a good group of backups.

We're going to run on people. That's what we're going to try to do . Then, we add a guy to give us the field stretcher to replace Watson, and a WR who has a different skill set than any WR in the draft. We may use the pass sometimes as a long handoff, and I'm sure we'll take shots downfield off of play action, but our bread and butter is going to be pushing people out of the way and running the ball downfield. I think I'm going to love it.

I'll go with the same six the author picked. I also agree with him that Heath is the next man up. It seems that Melton's skills can largely be replaced by Golden and Hardman.

I'm tempted to go with seven wide receivers, which they've done before, but I think they will want to keep ten offensive linemen, and they will still want four tight ends, even though the backups are not impressive. They might even keep four running backs. Hard to squeeze in a seventh wide receiver with all that competition.

Truly, if you have to depend on your #7 WR you're probably in a really bad spot anyway. You can just activate guys off the practice squad so easily that it doesn't make sense (to me) that we'd waste a 53 roster spot on a guy we don't need.

Golden and Williams are under contract for 4 years, the Love Window
Reed and Wicks are under contract for 2 years of the Window.

Doubs, as I have discovered, will earn $3.5M this year, and $3.4M of that will be in salary, which he would only earn if he makes the team. The Packers could simply decide they'd rather save the money and play guys who'll be around after this season.

They've kept seven WRs a couple times in recent years. It's not because they thought they needed all of them, it's because they wanted to protect them from being signed by other teams. There are always going to be a handful of players on the 53 who rarely suit up for games. The decision for the GM is which players need to be protected and which ones can be signed to the practice squad without being in much danger of getting poached by another team. I'm not sure they feel that way about seven of their WRs this year, but considering how much they've invested in that position, along with possibly losing Doubs and/or Watson next year, they might end up keeping seven again.

Yeah, that's always the concern on cut down days. But after cuts, the poaching danger is less today with the increased PS roster. Teams will be less willing to poach a PS player for a spot on the 53 because they have more options for elevations for game days.

I'd be comfortable WRs 6 & 7 would make it to the PS.

And trying to think of players who were poached off the Packer PS who were a big loss for the team. No one comes to mind.

It's unlikely that a poached player will be a big loss, but you still don't want it to happen. Last year Grant Dubose and Kristian Welch were signed by other teams after being cut by the Packers. A couple years ago, the Packers got Ben Sims after the Vikings cut him.

I think they will keep only six WRs this year because Christian Watson should return at some point. But it won't be an easy decision to get down to six. They have two high draft picks plus five players who have been on an NFL roster for at least the past two years. All of them are young except Mecole Hardman, who is still in his physical prime at age 27.

Can't stash them all on the PS.

I liked DuBose but he caught a whopping 2 passes for 11 yards last year for the Fins (in Dec. he suffered a serious head injury and was hospitalized several days). Welch I liked too, but his demand was weak after being released by the Broncos, then the Ravens (again). Good to get him back because he was solid on STs. Still, they were both bottom of the roster players for both the Packers and their subsequent teams.

They will likely keep 6...but it could also be they keep 5, then 6 once Watson is cleared for action...work him in slow.

With Doubs concussion history makes one wonder with the plethora of WR choices will the Pack hang their hat on him again. Don't get me wrong, he is good, but even wearing the extra helmet his health is very questionable. Would not surprise me at all if a trade possibility.

0808. Nobody will trade for Doubs with his history.

Up until he took the concussions, he had been a pretty durable player for us . His absences coincided with our late season fade.

He has caught more passes for the Packers than anybody else we have on the team, and we've all seen that some of those have been some real good catches at some clutch situations. He's got a highlight reel.

I think that his next shot to the head could be his last, and it's hard to build on quicksand like that. This is going to sound bad to a lot of people, but his cap hit this year is 95% salary, and he could be released at a savings of $3.4M.

I wonder if the 1265 brass have Doubs in their plans beyond this year (doubtful), and whether they'd consider saving the money and keeping a guy who would be around for the rest of the Love Window?

It could happen. I could see Doubs being released on cutdowns. Reed, Golden, Wicks, and Williams , plus whoever the plethora produces, until Watson shows up for the stretch drive.

In that scenario, you are asking an awful lot of the rookies. Maybe it could work if Golden is playing really great. But I think they are going to need Doubs' experience, especially during the first half of the season.

We could throw more to Kraft. Doubs got targeted 72 times year.......gives some of those targets to Kraft and split the rest among the other guys.

We don't throw very much. I think we can absorb the loss of Doubs. Remember, there'd still be FAs available, at less than it would cost to keep Doubs.

We've become very accustomed over the last 30 years to having a top air attack driven by a HOF QB. I think we're going to see something different this year.

Ostensibly with this running game there will be additional plays, but a similar number of throws.

Could be a cut as well before trade. Have a feeling Packers as they are careful with player health will keep Doubs on the team. Wouldn't be big surprise before contact practice begins he will be gone.

I believe the probability Doubs is cut is very, very low if he remains healthy. He has outstanding skills as an NFL WR. And Love looks to him on targeted plays and also when he needs to bail out on a pressure to save the play. And Love is very good passing under pressure...Doubs is a huge part of that success.

Now, if he suffers another concussion early...in camp or early season...you could be right. Doubs might even contemplate early retirement.

I am not expert on concussions but did read the greatest risk to a player is not the number of concussions per se, but the force of the impact. Having a few violent/forceful concussions is more a worry than being concussed more often with less forceful incidents.

The playoff concussion seemed to be a very light impact with the ground and it could have been due to the concussion from a few weeks earlier still healing.

It's like you question the intelligence of every poster on here everytime you post that "they'll keep 6 and 5 will be active" crap. For one everyone on here knows that already and two, TT said he didn't care about the numbers at the bottom of the roster. He said it was about keeping the best players for the last spots.

I agree with your prediction other than I see Gute signing both Heath and Melton to the PS if possible. It is important to have WRs that are familiar with the system ready to play. I also see the Packers keeping 7 on the active roster and Heath would get it over Melton.

We hardly ever have 4 WRs out there under LaFleur. If we do, often one is in the backfield. We often have only 2 and typically 3. So our main usage is an X, a Z and a slot (who goes off in 2 TE/RB sets. On top of that we may carry a returner (say Hardman), usually that’s been a slot type and so we carry a player who can fill in at Z or X as well. Essentially injury cover for all 3 main roles.

So 5 on game day. We’ve typically kept a 6th on the active roster to protect our next man up presumably. On balance, with 2 rookies, my guess is we have 4 plus the new draftees Golden and Williams. Assuming all are healthy, Doubs, Reed, Wicks make up the first 5.

My guess is the 6th will be the best player that we have to cover our biggest lack of active depth. If Golden isn’t ready to take on the physicality of the Z role (perhaps Hicks if he has a great camp?), it could be a Z. In contrast if they don’t want him in the slot regularly, it could be Melton or Hardman, if he’s won the return job.. Alternatively, it could their best true X size/deep threat right now if Williams isn’t deemed ready to be more than a gadget/limited plays option.

So 6 and at least a couple on the PS as depth and to develop for next year when contracts may lead to more need and opportunities opening at the back of the actual roster.

I could see 5 WR on 53 and 3 on the PS IF (big if) LaFleur decides to target the RBs and TEs more. If he targets them 20% more I could see keeping 4 RBs and 3 TEs.

JJ, Lloyd, Wilson and Brooks are good receivers. Kraft and Musgrave, if healthy, make for greater use of a potent 12 personnel and less snaps for WRs.

If LaFleur fields a 2025 O similar to 2024, he will keep 6.

Outside of Wicks with Watson out Hardman and Melton have the next highest win rates vs man coverage. Some teams aren't very flexible as far as moving much between man and zone game to game but the ones that are going to watch the 2nd game against Minnesota and give them a lot of man looks until the show they can beat it. LaFleur obviously knows that because he said after that game they were surprised how much man Flores used in that game. Who knows whether or not they take it into account as far as the roster is concerned. Maybe they just make it more of a priority when coaching them up in TC, especially with two rookies that were drafted high.

Hardman actually had an over 50% win rate vs man in '22 and '23, albeit with a small sample size. WIcks dropped from 50% in '23 to 35% last year but that was still way higher than Doubs and Reed. Most rookies struggle vs man but if Golden can get behind the defense a couple times early in the season at least teams will back off pressing him.
